From the rules:
All players won in free agency or claimed on waivers must be picked up on Yahoo within 3 days of winning the bid. If not, the bid will be declared illegal and the team will lose the player's rights, must use a forced buyout on that player and be docked $1 cap

This rule is posted in color red as well.

Unfortunately a forced buyout is put in effect and $1 penalty. Cap can not go into a negative so if there isn’t sufficient cap remaining cap goes to 0.
