The issue of Tommy John pitchers counting against the 26 man roster when rosters lock was raised at the beginning of this season.
I believe now would be a good time to agree on some language and put it to a league vote. Knowing the outcome now could help teams plan ahead prior to the trade and buyout deadlines.
Real MLB teams don’t worry about this having 40 man rosters. Since we are allowed only 26, I have come around to allowing some flexibility in our rules.
I would be in favor of including any player injured at the time rosters lock.

I disagree. You're rewarding teams for carrying extra players at the small cost of cap.

Rewarding is an interesting choice of words, I’d much rather have my pitcher healthy then miss over a full season with TJ. I would be fully on board with adding one or two “IR” spots in the off-season for players that are already known to be out atleast half the season going into the off-season.

The waiver and FA pools are already diminished to the point they are totally ineffective this would only lend to more roster stashing this in my opinion is one of the biggest problems we have.

Possible language to be voted on:
Each team is allowed to roster 2 players who were rostered and injured in the previous season prior to the trade/buyout deadline. These players will be placed on the Injured List by their actual (real?) teams after The Grind rosters lock on March 1, 2024.

Questions: What's the duration of time needed on the Tommy John to consist of the IR slot? If the player can come back day 1, would it still be okay to IR them in the off-season? If Mad Bum falls off another motorcycle in the off-season amd gets TJ, how long after the public is aware of the injury (or after TJ announcement) is it okay to roster on IR?
Comments: "Rewarding" the team having an extra player. Sure you'd like them healthy, but if injured, you do have "drop" as an option (or drop the 26th player that wouldn't make/break the team).

Answer: You wouldn’t want to use this knowing you’d have to likely buy someone out immediately.

Answer: No, if it is after the roster lock deadline on March 1.

I disagree with this. Basically I don't want any rule that makes rostering complicated. This will cause too many unnecessary considerations. Some Managers will take full advantage of the rule through unhealthy stash if TJ pitcher is coming in April next season.

I think the fear of manipulation is being overstated. Our free agency process would alleviate most of those concerns. Plus, guys coming off Tommy John carry a lot of risk. Here’s a list from this year: www.mlbtraderumors.com/2023/01/post-tommy-john-players-that-could-impact-2023.htmlThe biggest concern is the mess it creates during free agency. Between those players and owned prospects, owners will be making more mistakes bidding on owned players.

I have to pay attention to this category. I miss seeing it sometimes. Just saw it today.. Let me read the posts and comment. We talked a little bit about this subject at another time prior to this season or last season getting under way. Players we know who are out for the season when Yahoo opens up each year are not listed as IL. Major league doesn’t issue a 60 day IL on that player until near the beginning of the season. If you look up the players status in March it won’t say he is out and listed on the “IL” list. Major leagues has a process (not really known by me). Each deadline teams whittle their oversized spring training camps down from X number of player down to 26 for players opening day. At some point later in Spring training, don’t remember the date, players are then officially put on MLB injured lists. At that point Yahoo also designates players.
At our deadline each season we must get our rosters down to 26 total players whether they are on IL, NA or suspended lists. Managers must keep in touch with players status and decide whether they are worth to carry for at least a year not pitching because of Tommy John surgery.
I don’t see over complicating IL players with new rules. If on Yahoo as IL then the player is in IL status in our league. If he isn’t on IL status on Yahoo then consider him active for Yahoo and our league purpose.

One last addition. Your 26th player on your roster isn’t worth complicating IL rules to stash one extra player. Buy him out or drop him early next season when we return until that Tommy John pitcher goes on official IL.
