From the official rules:
New Manager Bonus: - All replacement owners/teams will have the ability to waive 1 contract penalty free to be taken at the beginning of the next season. New owner/team will also receive 1 first round compensatory draft pick at the end of round 1 in the upcoming prospect league draft. -
As I have tried to explain to our recent managers (hope I didn’t miss any), please get through the end of the year with some free agent signees to fill depleted rosters due inactivity from the previous managers and to replace IL players. Make some trades. Come up with a plan for next year. Take some buyouts and waivers. Come back ready to trade a bunch, prepare for our prospect draft and reshape your team with a different cap salary based on final standings.
The free buyout of one contract and one first round compensatory pick is intended for returning new managers. In the case of the Cubs we have turned over that manager 3-4 times already. That one time free buyout could have been taken already several times over if taken during the current year.
Bottom line….all new managers who have taken over teams this year will receive one free buyout when we return and a first round compensatory pick. If you don’t return, the newest new team manager will take the buyout and draft pick.

With that verbiage, No, you cannot trade your compensatory pick until after the season is over.
