New Manager Bonus: - All replacement owners/teams will have the ability to waive 1 contract penalty free to be taken at the beginning of the next season. New owner/team will also receive 1 first round compensatory draft pick at the end of round 1 in the upcoming prospect league draft.
Unable to do a free buyout. You may opt to pay the buyout or to retain the player. (contract is $10/3 years)

I counted 8 comp picks with new owners. Can comp picks be traded? Finally, does the free buyout have to be a contract you inherited, or any contract? For instance, what if I traded for some bad contracts?

Rays, Yes, all 8 new owners will get a comp pick. If a team has 2+ new owners throughout the year, only the acting manager will get the pick (i.e. only one comp pick max/team). Yes, you can trade your comp pick. I don't know how we'll do that in the spreadsheets, but I'll look into it tonight when I get home from work. No, contract doesn't need to be inherited. Yes, you can acquire a bad contract and free-buyout that contract in the offseason
This is a rules question, please post in rules section next time. Thank you.

From the official rules:
New Manager Bonus: - All replacement owners/teams will have the ability to waive 1 contract penalty free to be taken at the beginning of the next season. New owner/team will also receive 1 first round compensatory draft pick at the end of round 1 in the upcoming prospect league draft. -
As I have tried to explain to our recent managers (hope I didn’t miss any), please get through the end of the year with some free agent signees to fill depleted rosters due inactivity from the previous managers and to replace IL players. Make some trades. Come up with a plan for next year. Take some buyouts and waivers. Come back ready to trade a bunch, prepare for our prospect draft and reshape your team with a different cap salary based on final standings.
The free buyout of one contract and one first round compensatory pick is intended for returning new managers. In the case of the Cubs we have turned over that manager 3-4 times already. That one time free buyout could have been taken already several times over if taken during the current year.
Bottom line….all new managers who have taken over teams this year will receive one free buyout when we return and a first round compensatory pick. If you don’t return, the newest new team manager will take the buyout and draft pick.
